1. Financial structure

The proposal separates the first BEC delivery and limited-use license from the commissioned field program. Assertiva’s executive-direction fee is additional to the research, production, local-coordination and legal budgets below.

Reference equivalents

Using the proposer’s reference rate of BRL 5.18 per USD: BEC license = BRL 1,295,000.00; combined proposal = BRL 3,519,600,00 approximately USD 679,459,46. These are indicative equivalents, not a current exchange-rate quotation or a commitment to settle both components in one currency. Settlement currency and conversion terms will be agreed in the contract.

2. Scope and responsibilities

Assertiva | BRL 350,000.00

Creation, strategic development, executive direction, overall production and execution coordination, partner and supplier coordination, team integration, budget supervision, review of deliverables and contractual interfaces. External service providers have separate budgets.

Panchelo Insights | BRL 195,000.00

Technical and methodological research direction, instruments, interviewer training and supervision, quality control, qualitative and quantitative analysis, documented dataset, reporting and presentation of findings.

Planned sample: 60 Brazilian adults aged 18 or older, split equally between New Year’s Eve and samba; 40 with audiovisual records; 180 interviews and 180 brief in-event self-reports. Eight additional adults will participate in a methodological pilot. The plan assumes no collection losses.

The 40 filmed participants will generate 120 fixed analytical clips; 30 clips will undergo independent review. Deliverables include the protocol, instruments, pilot report, annotation manual, documented dataset, analytical report, results presentation and six narrated-video scripts, subject to eligible cases and permissions.

Quintiliano Comunicações | BRL 200,000.00

November 2026 through February 2027: institutional relations, third-party coordination, local production support, assistance with municipal and Riotur permissions, support for other required access, and assistance to Assertiva’s overall coordination.

Legal and compliance | BRL 132,000.00

The selected Integral Plan covers six months at BRL 22,000.00 per month, with onboarding included and a monthly allowance of 40 hours. Additional hours, at BRL 750.00 per hour, require prior client approval and are outside this estimate. The monthly allowance is not cumulative.

Scope: contractual structure and negotiations, rights and licensing, participant authorizations, third-party clearance, personal-data protection, potential international transfers, supplier agreements and the final legal documentation package. Specific permitted AI uses will be defined with the partner.

3. Peppercine – audiovisual budget

Audiovisual acquisition, equipment, multiple teams, logistics, drone operations where authorized, transport, meals, post-production and rights-related production coordination. The purpose is contextualized real-world data acquisition, integrated with the research protocol.

The production-company fee is quoted at 40%. Its coverage and the allocation of any contingency will be specified in the supplier agreement.

The BRL 280,000.00 rights allowance is an estimate, not evidence that access or licenses have already been secured. Rights holders, locations, covered uses and actual fees remain subject to confirmation.

The New Year’s Eve research design requires simultaneous audiovisual records of 30 participants. Equipment, staffing, audio quality and synchronization capacity must be confirmed against that requirement before mobilization. Final scope will also specify workshop access, rehearsals, parade-stand interviews and street-group coverage.

4. Payment proposal and schedule

Subject to agreement and contract execution, the proposer requests a 50% advance by 9 November 2026, with the remaining 50% payable after completion and delivery of the agreed work, currently expected in April 2027.

Working calendar

November-December 2026:

  • Technical tests, recruitment, training and mobilization.

New Year’s Eve 2026-2027:

  • Simultaneous recording, interviews and follow-up.

January-February 2027:

  • Samba/Carnival sessions and follow-up.

March-April 2027:

  • Analysis and final deliveries; planned at 4-6 weeks after the final interview, plus agreed review.

Tax treatment

No automatic 10% tax surcharge is included in the consolidated total. The original supplier proposal flags a possible additional 10%; its applicability, calculation basis, invoicing structure and any taxes already included in supplier prices require accounting confirmation before contracting. Any resulting adjustment must be documented and agreed.

Mobilization

Supporting companies and professionals will be contracted and activated according to the agreed scope and delivery needs. Access, permissions, supplier commitments and the availability of field teams will be coordinated in advance of the events. The team is prepared to cooperate on technical specifications and agreed compliance requirements.

5. BEC license and future phases

The USD 250,000.00 amount is a proposed commercial term for the first delivery and a limited-use license. It is not an outright sale of intellectual property or an independently verified valuation.

The agreement will identify the licensed materials, permitted research and/or model-training uses, duration, territory, delivery requirements, access controls and any rights concerning outputs or derived products. No license is effective before the agreement is executed.

Ownership is retained. Exclusivity and uses outside the specifically agreed license scope are not included. A public release, if considered, will require a separate express agreement and eligible permissions.

Future opportunities – separately negotiated

Expansion to other countries; additional datasets; uses outside the agreed license; new pilots; a dedicated platform; methodology licensing; derived products or services; and a permanent human-behavior research program would require separate scope and commercial negotiations.

Football pilot and PIES – outside this budget

The proposed Real-World Emotional Decision Dataset Under Competitive Stress and PIES – Sports Emotional Intelligence Platform are not included in this budget. An intended start from March 2027 depends on club, player, CBF and other applicable access and rights permissions. No required authorization is represented as secured.

The pilot was initially conceived for América-MG. Botafogo is mentioned in the supporting presentation as a possible alternative, with no confirmed club change or participation. Potential competition-wide and international applications are future concepts, subject to new agreements.
